Agriculture Resource Management: Feedlot Program
The Minnesota Pollution Control Agency (MPCA) is the state agency in charge of implementing state feedlot regulations. State statute allows the MPCA to "delegate" their feedlot regulatory authority to Minnesota counties. In 1996 this authority was delegated to Dakota County. Delegated counties have the authority to issue permits and determine compliance for the majority of feedlots with less than 1,000 "animal units". Feedlots with more than 1,000 animal units remain regulated by the MPCA.
The Dakota County Soil and Water Conservation District (SWCD) utilizes a unique relationship with Dakota County staff to provide a comprehensive feedlot program. Under this program Dakota County retains County Feedlot Officer status with the authority to approve feedlot permits and determine feedlot compliance. The SWCD provides technical assistance and outreach for the program including feedlot registration, coordinating feedlot improvement projects, grant writing, and manure management assistance.
